Typical State of California move; loose with the money and heavy handed in Collection. They could find more money elsewhere- start with the corruption.
Our government, hard at work. They make the mistake, and then not only demand the money back, but charge penalties and interest, acting like they've been defrauded, when it was their incompetence. Last year or so, the gov't reneged on education benefits, that were part of the pay structure. It's like working for someone and then they demanding part of your pay back.
