He just tightened the noose around the November mid-term elections and by declaring it a national emergency, has opened the door to emergency powers, which could include martial law (so I think).

If you have minimal education, that's true. How many illegals can read, though. Yes, signs in various languages.

Bus loads of voters would be a red flag, I would think. A large sign should be put up in front of every polling place informing people that if they have already voted, that voting again will earn them a jail sentence (done out of recognition that a lot of these people that are so easily duped probably won't have a clue). This gives them the opportunity to decide whether they are being paid enough to fraudulently vote a second (or subsequent) time. (I think most rational people would decide nothing is worth jail time.)

The DHS was suppose to release a report on voter fraud in March of this year but did not. many dem controlled areas did not let DHS investigate their cities. With NSA knowing everything they know bus loads of voters could be headed right to jail before they even vote multiple times.
I believe that's what he's saying. As to it being retroactive, it said the EO is effective as of the date of the EO (09/12/18) or after. No retroactivity was mentioned.
