(There's an email going around that said "troops" = 40 soldiers to 1 troop, so it means 12,000 soldiers are going. I'm pointing out that the article states it at least three different ways, so that's not necessarily true. But, infecting 3,000 soldiers should do the trick. That's 60 soldiers per state, on average.
While it sounds like more hype, John DiNardo does make a good point:

Is there a precedent for such a genocidal action? Yes! Historians
tell us that the great 1918 Spanish Flu (actually bird flu) plague,
which killed tens of millions of people, was proliferated throughout
the United States by U.S. troops fighting in Europe, being vaccinated
(vax-infected), and then being shipped home to the United States.
