Are states that do the following committing treason?

"All Illegals Welcome: Washington Becomes a Sanctuary State"

“Our state agencies are not immigration enforcement agencies,” said Washington Gov. Jay Inslee on Wednesday. “We will not be complicit in the Trump administration’s depraved efforts to break up hard-working immigrant and refugee families.”

So Inslee said as he signed a law making Washington an official sanctuary state, where law enforcement officials will be barred from asking people about their immigration status.
