Bubble wrap might work. Test it out first, to make sure. Also, packing bubble-wrapped jars into boxes that stay on or close to the floor would also help.

When I see glass jars above a floor in a survival pantry, I think about earthquakes. In video footage of quakes in grocery stores, jars get busted by the fall. I would put the larger jars close to the floor with some padding. Also, putting things in smaller jars might help because they don't seem to break as easy. Just a thought.
