    I thought they might be a small breed, like Shetlands.

    That's brutal cold.  And as to the "horses", most of them are little ponies.  I felt sorry for the really little ponies as they had  large men mounted on their back.  I think they need to breed larger mounts....

    Those herders live the open ranges all year round.  From my experience, the temperature was well below -20F; that is where exhaling freezes rapidly around your face.
