It is amazing how fear floats there boat, where simple prayer on a daily basis mitigates everything. No floating city needed.
Any how, a seriously strong tsunami or huge waves could push a floating city into a mountain or onto dry land. Japan has the right idea with their POD inventions in regards to surviving tsunamis.
Agree, W&R. It could either or both. There was talk the elite were trying to get off planet, but were prevented. This may be Plan B.
