150+ miles from me (depending on the route taken), 3.5 hours (means lots of mountain driving), smack in the middle of the Monongahela National Forest.  It is on the eastern edge of WV.  The elevation is 2,654 feet.  Since the North Atlantic Ocean is the closest ocean to West Virginia, the middle of WV to the ocean's nearest starting position is approximately 316 miles, or six hours driving, according to ChaCha.  It might be a safe location from EMP.

The downside is the presence of a National Radio Astronomy Observatory, which makes it a "known quantity" to the gov't.
