If it's off-to-the-bunkers, why only the VA, EPA and Treasury? What about all the other departments? Or perhaps, the others already have their marching orders in place?

The whole thing baffles me. Why at this time is it important to tell people in these organizations to step up if your boss is dead or missing. The only thing I can think of is they are getting ready to go to the Bunkers, do the heads of the departments have their tickets already? I think it is to the next qualified in the chain of command.
