Basically they (the political powers behind this decision to drop the case) threw the state's attorney under the bus to cover their own tracks. With the situation the way it is now. Every move like this that the corrupt ones make reveals them. Get the AG involved. A federal investigation could turn up a lot, but might endanger the DA's life if they get to close to the truth. Most of us that follow this stuff probably would not be too surprised at who actually called the shot on this corrupt decision.
Seems like the more desperate they get the more people they force to commit career suicide at the least. The trail of legalistic bodies leads right to them. Better for them if they had not reacted at all. Hello, we all see you now.

The Chicago police are pissed about this decision, but who is really surprised? Chicago politicians don't seem to be the most honest bunch do they? The district attorney, for whom this decision will be a career killer, probably had no choice.
He still may have mail fraud charges from the FBI.
This sounds fishy. I wonder if someone was paid off to drop the charges.
