Okay, I missed that. But, shooting someone in the legs pretty much leaves them crippled for life and with two hands that could still fire back. So yes, a flawed theory.
Biden said that cops should shoot the people they have to shoot, in the legs, rather than the torso. That way the perpetrators wouldn't die..... a Biden flawed theory.....at best....
