Right.....

Well the first thought that comes to my mind is what would stop us if we did have such a weapon.  Sorry but we do not have the ability to decide when and where an earthquake will happen nor do we have the ability to use it as a weapon.  I do not believe haarp to be a weapon, a poorly constructed radio telescope but not a weapon.  I do believe it has the ability to punch holes through our atmosphere but not to control weather....there are a total of 6 haarp style sites around the world and we do not control them all.  Russia is in possession of a simular site......just some food for thought.
