So, the advice to stay away from volcanoes that were active up to 10,000 years ago looks like it needs to be revised to, perhaps, stay away from any volcanoes no longer how long ago they were active. If it were ever an outlet for magma, why could it not become one again, considering the stresses the Earth is undergoing?

However this is considered a Holocene volcano – i.e. has been active during this current interglacial period. – 12,000 years.
Chaiten in Chile violently erupted in 2008. It was also considered extinct (last eruption approx 9600 years ago).
