The younger brother managed to escape.

During the getaway attempt, the brothers killed Sean Collier, an MIT policeman, and severely wounded another officer, authorities said."

The Police Chief's statement doesn't match the timeline either...
10958035657?profile=originalThis next screen shot does mention the possibility that Jokar drove over Tamerlan, but it sure doesn't sound like Tamerlan was being handcuffed in the street and it is stated that Tamerlan died in the hospital of gunshot wounds and possibly blast injuries...

It took nearly 18 hours and massive manhunt to find the younger suspect.
