Yes they are and when they finish changing their oil trading currency from the dollar we will have Monopoly money in the USA.

Yes, the government has the "Plunge Team" .  They pour money into the sock market when it drops.  There is a lot of back and forth going on.  Like gold, they send it from bank a to bank b.  Bank a says we dont count it for tax reasons cause we dont actually have it.  And bank b says we don't own it, we only borrowed it so we look good so therefore we also wont pay tax on it.   Neat system!  But thats what the banks do.

As long as we have the federal reserve printing money our economy will be proped up and will be on the brink of collapse which should happen just before our big visitor from space.
