This reminds me of the powerful Northridge earthquake in 1994. It was initially broadcast that it was a 7.0, then it quickly changed to two earthquakes, one following on the heels of the other, something like 6.9, then 6.8. Why?
I had a friend who was friends with the daughter of the Cal Tech spokesperson. She said the government has to give money for rebuilding if the quake is 7.0 or higher. Below 7.0, the government loans money.
