At first I thought this was a hoax.  I went to http://www.whitehouse.gov/briefing-room/presidential-actions/executive-orders to see if this executive order exists.  Last one published was July 15, 2013, about the HIV Care Continuum Initiative. 

However, later I saw that it was linked and it went to the Press Office instead as a Presidential Memorandum.  What's the difference between a Presidential Memorandum and an Executive Order?  Well, if a Presidential Memorandum is considered a Presidential Directive (which, from the sound of the next link, I assume it is), there is no difference in substance.  http://www.justice.gov/olc/predirective.htm  However, there is a difference in where it is filed, as it is not filed as an Executive Order.

So, the Presidential Memorandum, issued on a Friday in the wake of the Royal-Baby-and-his-name media frenzy... and where the $500 Million comes from, I don't know.  But if $500M is a true figure, then We The People need to be asking how we can afford it, in the wake of sequestration and budget deficits, welfare benefits being cut, military losing education, and needed services being furloughed, all for what?  So we can fund terrorists?  Another question to ask is why did he use a Presidential Memorandum instead of an Executive Order?  To sidestep the general public who watch executive orders?  Even the source of the article was fooled into calling it an Executive Order, when in fact it's called something else and listed in a different place.

You are directed to transmit this determination to the Congress, with a report pursuant to section 7040(d) of the Act as carried forward by the CR, and to publish this determination in the Federal Register.

  • Typos are a way of expressing your self sometimes, Sometimes its the highlight of conversations, and other times when seen it helps me understand our differences mean nothing short of our own creativity. And that I can feel good about every action I take when i knows it doesn't make a difference.

     Besides this is the golden age of typing, at dis point i can throw any jiberish i want into this blank bocks cuz i know dam well every one understand it.... might take longer to read tho. Most the time I'm speaking like I'm reading from the bible... just how it comes out. But its ok because it is equivalently communicated. In many cases Typos are the only way i can communicate.

  • I just had my wife read it and all she could say is, I just read garbage and understood what it said.

  • I know you were not trying to diss me and even if you were I don't take correction as anything but a learning process. incredible how fast I was able to read that and was not even slowed down by the misspelled words. 

  • It's okay, wasn't meaning to diss you.  My typing is getting more and more typos, it happens with age. And, sometimes, a typo can spark a story.  The famous typo...bookeeper, made a writer think about writing a story about a keeper of boos. 

    Anyway, the human brain can read and understand even with lots of typos.  I just found your particular typo to be a Freudian slip of sorts.  Very appropriate.  Maybe your subconscious has a sense of humor?  Anyway, the first link explains the mechanics.  The paragraph below is a sample.  The first word is a bit tough because of the space, ignore the space.

  •  Funny how a misspelled word fit in so well. I took Statin drugs for a year before I realized my memory was being erased and worked hard to recover it and spelling was the hardest.

  • Yes, you unintentionally nailed it... a bazaar is a middle east marketplace.  And, yes, everyday we are seeing more and more "bazaar things" happening with this administration.  And bazaar things are bizarre.

  • I am glad you fell into it to. Funding terrorist seems to be what our controllers are directing this shameful excuse for a government is being directed to do. Congress has just funded the Syrian Rebels with CIA funds. If we are all terrorists why don't we get some help for, our needy. Everyday I wake up and wonder what kind of bazaar thing will be going on today and unfortunately I am never let down.

  • Yes, I was unaware of it.  Even the source called it an Executive Order and that's where I initially looked.  I asked myself the same question, how many other ways can something be published and indexed in different sources?  I'm glad I fell into this hole.  It took some time to sort it out, but it has raised awareness on how deceptively clever this administration is.  When you normally use E.O.'s, why switch all of a sudden when there is no substantive difference and especially when such a large amount of money is being diverted to a very unpopular (actually, illegal, since doesn't this fund terrorists?) cause?  I think we know the answer to that question.
