It seems they were trying to find a place to put water pumped in and had turned radioactive.  They were surprised to find tanks they were going to use were already full.

not being funny but, were they not using sea water to cool the reactors and then pumping that back into the ocean. so there for the radiation would enter the ocean. also the reactors are so close to the ocean it is inevitable it would become contaminated.
