I was actually in Koh Samui last Tuesday when this blackout occurred - it only lasted for less than 1 hour where I was.
In my many visits to south east Asia, from my experience, these types of blackouts are not unusual.
Interesting to note that on the day that followed the power black-out I couldn't get any laundry done by local businesses as they said today we have no power - even though everything was functioning - I think they were expecting planned "brown-outs" - maybe whilst the grid was being repaired - from what, I don't know.
