Let's see... obviously foreign gov'ts dipped their hands in the cookie jar.  Other ideas is that we gave it to our enemies to use against us, elites are stockpiling it for their self-protection, we are using it in false flag operations, um... what else could one do with a few tons of misplaced nuclear fuel?

Launch it into space so that it goes boom at the right time creating a second sun for those of us who are looking.
