Executive Order — Blocking Property of Certain Persons Contributing to the Situation in Ukraine

EXECUTIVE ORDER

BLOCKING PROPERTY OF CERTAIN PERSONS CONTRIBUTING TO THE SITUATION IN UKRAINE

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.) (NEA), section 212(f) of the Immigration and Nationality Act of 1952 (8 U.S.C. 1182(f)), and section 301 of title 3, United States Code,

I, BARACK OBAMA, President of the United States of America, find that the actions and policies of persons — including persons who have asserted governmental authority in the Crimean region without the authorization of the Government of Ukraine — that undermine democratic processes and institutions in Ukraine; threaten its peace, security, stability, sovereignty, and territorial integrity; and contribute to the misappropriation of its assets, constitute an unusual and extraordinary threat to the national security and foreign policy of the United States, and I hereby declare a national emergency to deal with that threat. I hereby order:

Section 1. (a) All property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person (including any foreign branch) of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in: any person determined by the Secretary of the Treasury, in consultation with the Secretary of State:

(i) to be responsible for or complicit in, or to have engaged in, directly or indirectly, any of the following:

(A) actions or policies that undermine democratic processes or institutions in Ukraine;

(B) actions or policies that threaten the peace, security, stability, sovereignty, or territorial integrity of Ukraine; or

(C) misappropriation of state assets of Ukraine or of an economically significant entity in Ukraine;

(ii) to have asserted governmental authority over any part or region of Ukraine without the authorization of the Government of Ukraine;

(iii) to be a leader of an entity that has, or whose members have, engaged in any activity described in subsection (a)(i) or (a)(ii) of this section or of an entity whose property and interests in property are blocked pursuant to this order;

(iv) to have materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, any activity described in subsection (a)(i) or (a)(ii) of this section or any person whose property and interests in property are blocked pursuant to this order; or

(v) to be owned or controlled by, or to have acted or purported to act for or on behalf of, directly or indirectly, any person whose property and interests in property are blocked pursuant to this order.

(b) The prohibitions in subsection (a) of this section apply except to the extent provided by statutes, or in regulations, orders, directives, or licenses that may be issued pursuant to this order, and notwithstanding any contract entered into or any license or permit granted prior to the effective date of this order.

Sec. 2. I hereby find that the unrestricted immigrant and nonimmigrant entry into the United States of aliens determined to meet one or more of the criteria in subsection 1(a) of this order would be detrimental to the interests of the United States, and I hereby suspend entry into the United States, as immigrants or nonimmigrants, of such persons. Such persons shall be treated as persons covered by section 1 of Proclamation 8693 of July 24, 2011 (Suspension of Entry of Aliens Subject to United Nations Security Council Travel Bans and International Emergency Economic Powers Act Sanctions).

Sec. 3. I hereby determine that the making of donations of the type of articles specified in section 203(b)(2) of IEEPA (50 U.S.C. 1702(b)(2)) by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to section 1 of this order would seriously impair my ability to deal with the national emergency declared in this order, and I hereby prohibit such donations as provided by section 1 of this order.

Sec. 4. The prohibitions in section 1 of this order include but are not limited to:

(a) the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to this order; and

(b) the receipt of any contribution or provision of funds, goods, or services from any such person.

Sec. 5. (a) Any transaction that evades or avoids, has the purpose of evading or avoiding, causes a violation of, or attempts to violate any of the prohibitions set forth in this order is prohibited.

(b) Any conspiracy formed to violate any of the prohibitions set forth in this order is prohibited.

Sec. 6. For the purposes of this order:

(a) the term “person” means an individual or entity;

(b) the term “entity” means a partnership, association, trust, joint venture, corporation, group, subgroup, or other organization; and

(c) the term “United States person” means any United States citizen, permanent resident alien, entity organized under the laws of the United States or any jurisdiction within the United States (including foreign branches), or any person in the United States.

Sec. 7. For those persons whose property and interests in property are blocked pursuant to this order who might have a constitutional presence in the United States, I find that because of the ability to transfer funds or other assets instantaneously, prior notice to such persons of measures to be taken pursuant to this order would render those measures ineffectual. I therefore determine that for these measures to be effective in addressing the national emergency declared in this order, there need be no prior notice of a listing or determination made pursuant to section 1 of this order.

Sec. 8. The Secretary of the Treasury, in consultation with the Secretary of State, is hereby authorized to take such actions, including the promulgation of rules and regulations, and to employ all powers granted to the President by IEEPA, as may be necessary to carry out the purposes of this order. The Secretary of the Treasury may redelegate any of these functions to other officers and agencies of the United States Government consistent with applicable law. All agencies of the United States Government are hereby directed to take all appropriate measures within their authority to carry out the provisions of this order.

Sec. 9. The Secretary of the Treasury, in consultation with the Secretary of State, is hereby authorized to submit the recurring and final reports to the Congress on the national emergency declared in this order, consistent with section 401(c) of the NEA (50 U.S.C. 1641(c)) and section 204(c) of IEEPA (50 U.S.C. 1703(c)).

Sec. 10. This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

A word to the wise and honest doctor, wherever he or she may be. This is the scenario you want:

A mother comes into your office with her little daughter. She takes out a piece of paper and reads a laundry list of the child's inexplicable symptoms.

The mother's jaw drops. She nearly falls off her chair.

You incline your head toward her modestly, and reply, "Occasionally, I have psychic intuition. Let me put in a call to the local HazMat team and get them over to your house. Where exactly in the kitchen is the toxic material, the Froot Loops, stored?"

Malaysian Airlines Missing Passengers Cell Phones Ringing Raises Hijack Concerns

It is being reported today, March 9, by the Singapore press in The Sunday Times that a Chinese family has successfully dialed and rang the mobile cell phone of a passenger on board the Malaysia Airlines plane MH370.


This story has been followed by several other accounts of the same scenario withing different families. The Boeing 777 jumbo jet is still missing with no wreckage debris anywhere to be found.

Today, the brother of a man who is listed on the missing airplane’s manifest demonstrated for Chinese television that he could dial his sibling’s mobile phone, which was with him on the plane, and that the call was connected and rang several times indicating the phone is working, turned on and able to be answered somewhere. This family and many others are angry and urging government agencies to trace the ringing cell phone, before the batteries runs out, to find the missing plane and passengers, as they could have landed covertly on dry land and are being held captive by terrorists or other possible entities.

While news agencies around the world are focused on very few details surrounding the alleged unexplained oil slick in the China Sea and the search and recover efforts there, no official outlets are discussing the possibility that the plane has landed undetected somewhere on land. The fuel found on the ocean could have been anything such as a fuel dump. If the plane actually exploded in air, wouldn’t the fuel have been burned up? Wouldn’t a satellite somewhere have picked up the fiery display? Many agencies have now begun to use the term “vanished” or even “disintegrated” to describe the lost airline jet.

Oddly, there is no word yet on any government agency action to search out possible landing strips, where the plane could have landed and received refuge and concealment. This theory holds more weight the longer the search efforts come up empty handed. Several reports that a possible airplane door was found in the ocean near the plane’s path have been squelched after the U.S. search team confirmed the floating debris was not related to the Malaysian flight MH370.

At this stage of the unbelievable vanishing airplane story, many on social media are even suggesting that the plane has been intercepted by a visiting alien UFO or transported to another world via an outer space wormhole. However, as we hear many times in life, anything is possible. This could in fact be some sort of alien abduction. Whatever the answer is to the plane’s current whereabouts or fate, there must be a serious link to its disappearance and those 4 suspect passengers who used stolen passports to board the aircraft. We hope more shall be revealed soon, but until then, we suspect the plane is intact somewhere and the passengers alive.

One of our responsibilities is to provide facts on issues that may

On the first day of his appointment, new Rules of Engagement were issued to

the Border Patrol by Obama's newly appointed Secretary of Homeland Security,

Jeh Johnson, who has no Law Enforcement experience and is the first African

American to head DHS.   The new Rules Of Engagement, bars self-defense from

rock-throwers, and match the recommendation of a report by an Illegal

Immigration advocacy groups and the Mexican government. They want to reduce

policing of illegal immigrants trying to illegally enter the United States

at the Mexican border.  Obama agrees with the new Rules Of Engagement and

desires for more lenient policing of illegal Immigrants violating Federal

Law at the US/Mexican border. The report by the

commissioned by DHS, it encourages lawlessness at the border by Illegal

aliens, puts Border Patrolmen in much more danger, bars Border Patrolmen

from standing in front of smugglers' vehicles to prevent smugglers from

people who are attacking them with large rocks (those rock assaults have put

Border Patrolmen in the hospital with critical head injuries).  Three U.S.

Border Patrolmen were killed in recent years, including one who was shot

during a clash with drug smugglers carrying AK-47 assault weapons provided

to them by agents of the Obama administration's Fast and Furious illegal

drug running operation (the illegal Fast and Furious gun smuggling operation

continues to be covered up by Holder). The Border Patrol has been attacked

6,000 times since 2007, and they have been "assaulted with very large rocks"

1,713 times since 2010, resulting in the serious injury of Border Patrolmen.

Despite the 7,713 attacks on Border Patrolmen, they have only responded with

deadly force only 43 times----or 0.00056% of the time they were dangerously

attacked.

Instead of tighten up policing rules to protect the lives of Border

Patrolmen, Obama's newly appointed Secretary of Homeland Security is doing

exactly the opposite, he is putting them in more danger and telling them to

run away, and seek shelter from attack,  if they are attacked by Illegal

Immigrants.  According to

mid-level DHS officials and Veteran Border Patrolmen, who argued that the

But Johnston overrode the internal opposition by Veteran Border Patrolmen,

and forced the implementation of the advocacy groups' new Rules Of

Engagement; Johnson demonstrated his incompetence on the first day on the

job by putting Federal law Enforcement lives more in danger.  The new Rules

Of Engagement will encourage drug cartels and human smuggling cartels in

Mexico to get much more aggressive.  These unconscionable new Rules Of

Engagement, should be grounds for Speaker Boehner to take action against DHS

for  intentionally putting the lives of Federal Law Enforcement Officers in

danger, and creating fear for the families of those dedicated Federal Law

Enforcement Officers. 

Obama is doing to Federal Law Enforcement Officers what he did to US Combat

Forces in Afghanistan, forcing new and very dangerous Rules Of Engagement on

them (those new and dangerous Rules Of Engagement in Afghanistan increased

personnel Killed In Action by casualties by 458%).  If the Speaker of the

House doesn't take "immediate" and "firm" action to oppose these new and

dangerous Rules Of Engagement for Border Patrolmen at the Mexican Border

that are preventing them from defending themselves and telling them to

"run", like the speaker has failed for 17 months to establish a Select House

Investigative Committee with subpoena authority on The Battle of Benghazi,

there should be a change in leadership in the House.

President Obama continues to express outrage at the idea of the Crimea seceding from the Ukraine, and today insisted that an impending referendum on whether Crimeans want to secede itself “violates international law.”

Obama went on to insist that “in 2014 we are well beyond the days when borders can be redrawn over the heads of democratic leaders,” leaving open the question of how Ukraine’s interim government, installed in the wake of violent protests just over a week ago, amount to “democratic leaders.”

Obama’s interpretation of international law also didn’t appear to be based on anything concrete, as indeed international law is pretty vague on the matter and secession through referendum has been treated as a valid option in the past.

With the Alamo famously under siege, the delegates declared their independence and today the only state that ever won a war to become its own country celebrates March 2 as its own official “national” holiday.

The U.S. brought Texas in as the 28th state of the Union in an event known as the Texas Annexation of 1845.

WESTMINSTER, Md. (WJZ) — A tale of two Marylands: Western Maryland and the rest of the state. Fed up with high taxes and gun control, some people want to break away and go it alone.

Mary Bubala explains why they’re trying to form their own state.

There’s a storm brewing over the beautiful mountains and valleys of Western Maryland. More and more people in those five counties say Governor Martin O’Malley is out of touch and they want to break away from the rest of the state.

“I can’t imagine Maryland without Western Maryland,” said Governor Martin O’Malley.

“Do you actually care about your citizens?” questioned Rob Parr.

“I certainly don’t live in a bubble and I go around the state all the time,” O’Malley said.

“Why don’t you want to listen to people that you don’t agree with?” said Suzanne Olden.

“I spend my whole day listening,” O’Malley said.

Scott Strzelczyk, Suzanne Olden and Rob Parr are part of a growing group that wants to rip Maryland in two, creating the nation’s 51st state. They met recently at O’Lordan’s Irish Pub in Westminster to tell WJZ they’re fed up with politics as usual in Annapolis.

Who Was in Kiev’s Independence Square?

Now that Viktor Yanukovych has gone, and new elections are promised, we need to assess the political and popular forces that succeeded in overturning Ukraine’s political system. Who were the protesters and what were their goals? At the barricades in central Kiev there were Ukrainian and EU flags, as well as portraits of the poet Taras Shevchenko (1814-1861), considered as a spiritual father of Ukrainian identity, and of Stepan Bandera (1909-1959) who was, depending on your point of view, either a great patriot or a Nazi collaborator. And there were pictures of five Ukrainian activists, treated as martyrs after they were killed during the clashes in Grushevsky Street.

Maidan Nezalezhnosti, Kiev’s Independence Square, the epicentre of the protests that had been taking place across Ukraine for three months, was filled with tents pitched by sympathisers from every part of the country: from Lviv, Ternopil and Ivano-Frankivsk, the strongholds of nationalism, but also from Lugansk and Donetsk, the big cities of the industrial east, which have always felt close to Russia. Cossacks wore their traditional costume. Women brought black bread and ham to the men standing guard. There was a pervasive smell of tea, cabbage soup and wood fires. During the week, the few thousand activists went about their day-to-day business; on Sundays, tens of thousands came to hear speeches by opposition leaders, pray and sing the national anthem, tirelessly.

The protest movement emerged in November last year, after Yanukovych suspended negotiations on a free trade agreement with the European Union (1). Independence Square was gradually transformed. The first to arrive were a few thousand pro-European partisans, but as repression began the square became a symbol of revolt against a corrupt and mercenary political system for many others — initially a revolt against the Yanukovych system, but also a rejection of the opposition parties, out of their depth in this crisis.
