The Mount Weather Special Facility is an unacknowledged Continuity of Government (COG) facility operated by the Federal Emergency Management Agency (FEMA). The 200,000 square foot facility also houses FEMA's National Emergency Coordinating Center. Located on a 434 acre mountain site on the borders of Loudon and Clarke counties, the above ground support facilities, with 240 employees, include about a dozen building providing communications links to the White House Situation Room.

The site was originally acquired by the National Weather Bureau to launch weather balloons and kites. In 1936 it passed to the Bureau of Mines, which bored a short experimental tunnel less than 300 feet beneath the mountain's crest to test new mining techniques. Based on a favorable evaluation of the hardness and integrity of the mountains rock, the Bureau began construction of the facility's tunnels in 1954, which were completed by the Army Corps of Engineers under the code name "Operation High Point." Total constuction costs, adjusted for inflation, are estimated to have exceeded $1 billion. Tunnel roofs are shored up with some 21,000 iron bolts driven 8 to 10 feet into the overhead rock. The entrance is protected by a guillotine gate, and a 10 foot tall by 20 foot wide 34-ton blast door that is 5 feet thick and reportedly takes 10 to 15 minutes to open or close.

Completed in 1958, the underground bunker includes a hospital, crematorium, dining and recreation areas, sleeping quarters, reservoirs of drinking and cooling water, an emergency power plant, and a radio and television studio which is part of the Emergency Braodcasting System. A series of side-tunnels accomodate a total of 20 office buildings, some of which are three stories tall. The East Tunnel includes a computer complex for directing emergency simulations and operations through the Contingency Impact Analysis System (CIAS) and the Resource Interruption Monitoring System (RIMS).

An on-site 90,000 gallon/day sewage treatment plant and two 250,000 gallon above-ground storage tanks are intended to support a population of 200 for up to 30 days. Although the facility is designed to accomodate several thousand people (with sleeping cots for 2,000), only the President, the Cabinet, and Supreme Court are provided private sleeping quarters. For Continuity of Government purposes, senior officials are divided into Alpha, Bravo and Charlie teams -- one remains in Washington, another relocates to Mount Weather, and the third disperses to other relocation sites. The only full-scale activation of the facility came on 9 November 1965, at the time of the great Northeastern power blackout.

The Mount Weather Emergency Assistance Center has transitioned from a single mission to one that supports the all-hazards mission of FEMA and, simultaneously, it became a self-supporting cost center that derives its income from the Working Capital Fund authorized by Congress. The Fiscal Year 1997 Appropriation Act authorized FEMA to establish a working capital fund for providing administrative services. A fund was established to support the centralized services provided by the Mount Weather Emergency Assistance Center (MWEAC). The facility, over a two year period in 1997 and 1998, transitioned to a fully operational mode for the Working Capital Fund. It provides office, conference, training, and billeting accommodations at Mount Weather for use by FEMA organizations and other Federal agencies. While operations are being funded based on current appropriations, collections, and usage, FEMA is aggressively marketing the facility to attract new users. All organizations at Mount Weather, including FEMA components, were subject to the provisions of the Working Capital Fund beginning in FY 1998.

Since the 1993 restructuring, population explosion occurred at Mount Weather, moving from a daily work force of about 400 employees, to one of more than 900. Approximately 250 new Cadre of Oncall Response and Recovery Employee (CORE) positions were added that did not exist in 1993. Conference and Training Center (CTC) activity also expanded dramatically, from fewer than 6,000 students/attendees in 1993, to more than 18,000 in FY 1996. More than 100,000 persons were guests at Mount Weather during 1996. The Conference and Training Center at Mount Weather handles some 10,000 students per year for one-week courses, a number comparable to the approximately 10,000 students trained each year in residence at the National Emergency Training Center in Emittsburg, Maryland.

Mount Weather is currently home to six major disaster operations facilities including the:

Today, even in small emergencies like flooding, a lot of the coordination is going through Mount Weather. Ever since the Cold War ended, they have been ordering service for the whole country on the smaller disasters. A snow storm on January 13, 1997 closed the NTC in Denton, TX. The Mount Weather Emergency Assistance Center took 100 percent of the calls that day. The West Side Teleregistration Service Representative personnel of Buildings 704 and 712 took a total of 2,254 calls with an average wait time of only 12 seconds.

Phivolcs quells panic about 5.9 Philippine earthquake setting off volcanic chain, after 70 aftershocks rattle sea-floor

February 5, 2012 – MANILA, Philippines – The Philippine Institute of Volcanology and Seismology (Phivolcs) denied under water volcanoes caused the series of earthquakes in the Eastern Visayas starting Saturday night. This, as Phivolcs Director Renato Solidum Jr. pacified fears that volcanoes there would erupt anytime soon. Text messages started spreading last night that an underwater volcano is on the verge of erupting. This will supposedly cause a large tsunami. Local radio stations have already denied the information. Authorities there also said the information is untrue. A total of 70 aftershocks were recorded in the area ever since a magnitude 5.9 was recorded in the southeastern part of San Policarpio in Eastern Samar. Solidum told ABS-CBNnews.com that the cause of the earthquake was due to subduction. According to the US Geological Survey, subduction is the process of the oceanic lithosphere colliding with and descending beneath the continental lithosphere. Well, I wanted you to see predictions being made from the Islamic side of the table and because of the distortions present in the commentary, I thought a little back story on the usual prevaricators was called for. It's the same back story behind every external fabrication of motive and intent. The forces telling the lies are the same forces killing in Syria and Iran, having already finished up in Afghanistan, Iraq and Libya. We know this or we don't know this and that says it all about everything. We know this or we don't know this. We know that or we don't know that. I don't know much and have to be very sure about what I think I know because what I think I know defines me inside my own mind.

I have to watch out for what defines me because it does just that. Everyone needs to watch out for what defines them. They wind up becoming the product of what they think is real. This is a good thing, maybe, if what they believe is real. It's not a good thing if what they believe is not real. I've mentioned 'food for the moon' before. The moon is known as a cosmic seat of illusions. It is also the place you go to have another body woven, when the illusions in any life have overcome you to the point that you can't go any further and have to repeat some form of the same process, because you believed something that defined you that wasn't real. It's what's known as a vicious cycle. You might call it an inexorable cycle.

We come into this life with windows of promise and depending on the karma that placed us wherever we find ourselves, those windows can be wider or in greater multiples. For some the windows are thin indeed. For some the windows are designed according to periods of the life, for the purpose of activated destiny. You're in good shape if you have one of these arrangements. Due to the vast compassion of the dynamic animating principle, most people are getting a shot. Whether they will take it or not remains to be seen.

Regularly people will write me to say that they cannot figure out why their friends and family cannot see the indisputable truth about what is happening in the world. Try as they might, they are unable to reach them and instead create a climate of resentment and mistrust. Many people are estranged from friends and family simply because they refuse to close their eyes to what, by now, should be readily apparent to even the most borderline intellects. What is the explanation for this? I've mentioned several possibilities; cowardice, concerning any exposure that threatens their state of imagined well being, reinforced denial, rock hard stupidity and boundless gullibility that could swallow a whale in defiance of various laws of physics. The simple and more encompassing truth, in all cases, is the degree of intensity of the dream cloud that permeates the consciousness. Those intent on deceiving us understand the mechanics of The Dream Cloud. They employ it to their advantage.

The Dream Cloud is filled with raw and primitive emotions that impact on the heat of the blood of youth and then, across time, twist the the consciousness into a rigidified corpse that reacts to stimulus the way a dead frog's nervous system reacts to electrical contacts. Two of the most powerful raw emotions are patriotism and perverted religious passion. The particular flavors of the raw motive force of the lower astral, are determined by the conditions of the particular period of the culture. Some are more preeminent at different times and all of them are manipulated by those who serve the hidden seats of power, which channel through the willing agents of any given time.

In times of darkness, these agents and the degree of power emanating from the hidden seats, has a serious power of appearance. The hidden seats of light are in retreat, due to the pervasiveness of noxious darkness. It might smell good to some of you down here but it does not smell good to them. The wise head for the hills at times like this and the ones who make the sacrifice to walk among us have protections in place that allow for them to come and go in the confusion of the marketplace. A good example of the relative seats of power is that of the sun and moon. The sun is obviously the greater power. There would be no physical life of any kind on Earth without it. The moon exerts power over the tides, human emotions and other things; quite a few other things. The moon wouldn't exist without the sun, so you might say that the powers of the moon are adaptations of the power of the sun, differently expressed. A great deal of detail could be engaged in, concerning this relationship. Volumes have been written on both of them but most of these volumes aren't readily available. The entire schematic of the universe is written on the parchment of the human entity; a la macro and microcosm. Finding the locations of these informations is the trick. Some of the portals of entry are guarded and some of them are just difficult to locate because you have to be in a certain consciousness to be able to see anything in the first place.

We've been left with all the tools and practices we could need. If we can discover the ones that are right for us, we can make speedy progress but nothing beats meeting someone who already knows everything it is possible to know, simply through their contact with the mind that knows everything and who is in a position to tell you everything you need to know, when you need to know it and spare you the distress and difficulties of what you don't need to know but thought you did.

We have all these tools and practices and most of us do not employ them. We employ other tools and practices because we think we know what we are after because forces in the lower astral are dictating the focus of our appetites and desires. It's not even an artful seduction in most cases. We're easily had and then we become brutal and harsh in defense of our personal imperatives. A part of us knows we are deceived. A part of ourselves knows we've been duped but a part of ourselves would rather die than admit it and it will, rather painfully I might add. This is one of the reasons that friends and families become disenfranchised from those of us who refuse to accept the party line.

We have all these tools and practices and potential and we ignore the one and squander the other on shit. Call it what it is, shit. The vain and pompous ambitions for ordinary things, the pursuit of the rare and desirable, the competition between men and women of assumed and temporary power to possess what only has value based on the relative degree of covetousness, operating on the level of competition between aggressive, acquisition junkies. It's a tragedy of Promethean dimensions, wrapped in a Mylar comedy envelope. It's Donald Trump's hair under the floodlights of Mar-a-Lago, polyurethane beauty queens are arrayed around the dining table; it's why he bought The Miss America pageant. It's happening around the globe, in the visible seats of power, manipulated by the hidden seats of power. The polyurethane beauty queens are replaced by young girls, young boys, torture chambers, you name it, it's going on somewhere and probably in more places than you think. The victims are the previous abusers. The galley slaves are the former slave masters and centurions of official nod and wink policy. Life is a musical chairs game of Risk.

Very few people comprehend the end game of human potential. The falling out between the ineffable and certain angels came about when they were ordered to serve and worship the human creation. Of course, the whole tale is allegory and something drawn from the book of Enoch and not necessarily literally true by any stretch. Today, I had an interaction with an Arab gentleman.  He had placed an ad for tables for sale... which I needed... 3 tables for $35, coffee table and 2 end tables that sell new for about $250 each.. so, at $35 for all, I would have been a fool not to take advantage.  That is the background of this meeting.

Then, if you recall... and keep in mind... after 9/11, the whole of the US was a no-fly zone.. except for the Saudi royal family that left all their belongings, and boarded planes and were flown back home right through the no-fly zone.  Fact.

To polite chit chat led to conversation of, where is home?  "Saudi Arabia..."  You will be back, I said... "Oh, NO, I will never come back to this country...."  ??? (what/why)... What did you do while you were here?  ... "I studied at University..." Then I related a story of my work days at the Cleveland Clinic, and told of when King Faud came for treatment and brought his whole family, and took up a whole floor at the Clinic... (Oh, we are talking now of meeting royal family), and he shares... "I met King Abdullah when he was here in New York A few months ago..."  He stated he also knew the Crown Prince.  Then, he started talking.. (I must just have that kind of face people talk to...) "I was supposed to stay until June (when the semester ends), but my COMPANY called me home...".. "the whole region, Egypt, Syria, Libya, is all unstable, and very bad living there." ... what 'company' if you have been a student for the past 5 or 6 years?  He stated his one son was born here, and looked about 6 or 7.  I paid for the tables.  He was kind enough to load them into my car.

My take... my goofy intuition... what is going on? Something on the horizon?  Why are they calling the family home?  This, I admit, could be something, or could be just my over-reaching imagination... I feel something is up.

You would think that everyone would have an interest in the future, but many souls are content to drift along without any ambition to do differently. In fact to some there does not appear to be any purpose to life at all. Yet within their little niche on Earth, they observe other life and at some point become restless because they inwardly know that it could be much better. That Dear Ones is the onset of their awakening, and with so much going on at present it is hoped they make progress. Life begs questions regarding as to why it is so unsatisfactory in creating and giving the most basic comforts to all people. Subconsciously you all know that you are One, and that each one of you should benefit from all of Earth's bounties. In this present time the dark Ones have gone further than previously, in denying you your rightful share and taking away the little that you already had. They brazenly believed that they could totally enslave you having found little opposition their plans. However, they reckoned without the rapid growth in consciousness, in part due to the sterling work of the Lightworkers. It is though an explosion of Light has occurred and engulfed the whole world, and that is not far removed from the truth. The amount of energy being beamed to Earth has grown exponentially, and distributed through those evolved beings who are able to bring it down into it. It has moved beyond the point where it can be stopped, and has allowed you to step onto the path of Ascension.

As we have stated before you are all at different stages of evolution, and it is to be expected that there will be different responses to what is going on in your world. As you move up the ladder so you are uplifting all others as they too benefit from the increasing levels of consciousness. The question is will everyone make it and ascend, and that depends on all of your freewill choices. So some souls will carry on drifting around and be quite content to watch the world go by. Their pace of progress is clearly a lot slower than most other peoples, but that has no bearing on their ability to eventually experience upliftment. The fact is that all souls have DNA genes that give them the impetus to seek the truth, and that will inevitably cause them to continue searching for it. The urge usually comes with wondering about the purpose of life, and this carries them forward on a long journey of adventure.

For those of you who have found the path home, life suddenly becomes more smooth running, and problems no longer cause great strife, as you handle them with ease because of your understanding. Knowing how it all works helps you overcome any obstacles you encounter, and your ego continues to take a back seat without interfering. Your ego is making way for your Higher Self that is the real you. So you see Dear Ones you do have the responsibility to lift yourself up as no one else can do it for you. They can help but in the final reckoning it is your decision that will determine how you progress. You need to have a strong intent to merge with your Higher Self, and it means following a path that treats all souls as One. On Earth that is easier said than done, but it is being achieved so it is possible if you put your mind to it.

Meantime, some of you still find it hard to believe you are so near to completion, yet it approaches faster than ever. It does not rely on the outer happenings as they are the preferred conditions that will lead to a great leap forward where you living standards are concerned. You know now that you have been seriously held back, and by filling the gaps there will be a smoother and more acceptable transition. Eventually you will benefit from moving into a higher dimension, where the advantages given through new technologies will be somewhat familiar to you. All round it will be seen as a quantum leap forward and little of your old world way of living will remain. With it goes the labor intensive systems, that have held you in slavery with little time for your own creative desires. That will bring about a major change in your lives, to be able to fully engage in those pursuits that give you pleasure.

Your lives at present are really so restricted and controlled, and that also applies to the Laws of the Land that will be carefully scrutinized and amended, to take out those that are unjust and unlawful. There will be a return to a countries Constitution with added benefits arising from your coming Ascension. In all manner of things you are being prepared for your upliftment, and our allies are getting closer to some major achievements. Nothing about it is easy as we are dealing with worldwide problems, particularly where the financial sector is concerned. However, there must be far reaching changes otherwise monetary policies will not be stable, and we will ensure that there is no return to the centralized systems that have in part caused their downfall. Banks will be smaller and more accountable for their actions.

The Galactic Federation is ready to standby its allies as they make moves to bring some matters to a conclusion. It is time for the final chapter to written about the Human Race and their journey through duality. It will be one of a victory achieved through sheer endeavor and commitment to the Light. Even you will be surprised once you learn how the odds were stacked up against you. Yet, you persevered and your faith carried you forward, and often you have worked in isolation but still fulfilled your mission. It is a wondrous victory and what you see now are only the final attempts of the dark Ones to carry on with their mischief. It is all in our control, and soon they shall be called to account for their actions over millenia of time.

Still keep going as strong as ever, and do not let up by holding firmly onto your focus of Ascension. Each of you that does so will be helping to ensure it comes about as intended, and you will not be alone as we are all accompanying you over these last few months even if you are unaware. Our position is that we are able to monitor whatever is happening on Earth, and we can hear conversations and see quite clearly as though we were there. In fact we can penetrate the ground and see into the bases that the dark Ones have set up. Nothing misses our attention or can be hidden from us. You are therefore safe and in time all military bases will be closed forever.

US Warns Iran Not To Fight Back Against Israeli Attack

The USS Abraham Lincoln warship has remained stationed in the Strait of Hormuz despite an Iranian threat that no more aircraft carriers should transit the sensitive oil choke point as tensions in the Persian Gulf continue to simmer with Washington warning Tehran it will join an Israeli attack if Iran dares to fight back in any way.

Stratfor’s latest naval update map shows that the USS Lincoln has not moved from its position having transited the Strait almost two weeks ago. Similarly, the USS Carl Vinson has also remained in its position, suggesting US Naval officials are satisfied with the strategic position of the two warships as Israel prepares to launch an attack on Iran in which the US could quickly become embroiled.

US Secretary of Defense Leon Panetta “believes there is a strong likelihood that Israel will strike Iran in April, May or June,” reports the Washington Post, adding that Panetta was likely told of the timing when Israeli Defense Minister Ehud Barak postponed a a planned U.S.-Israel military exercise that had been scheduled for May.

It now appears that the United States has almost finalized getting all its ducks in a row in preparation for Israel’s assault on Iran’s nuclear facilities. The Washington Post article makes it clear that the Obama administration will stand by while Tel Aviv leads the attack. The US will only become overtly involved if “Iran hits U.S. assets” or if “Israel’s population centers were hit”.

In other words, if Iran attempts to fight back in any way, which is all but inevitable, the US will join the attack. The Obama administration will then think itself justified in telling the American people that the US acted in self-defense, when in reality such a series of coordinated events is absurdly obvious.

“I can’t say clearly enough that what the U.S. has signaled in Ignatius’ report is that if Iran is attacked, it may not strike back against its attacker,” writes Richard Silverstein. “If it does, the U.S. will rain down hellfire and damnation on it. This is frightening beyond measure. I’ve never known the U.S. to lay down such a principle which virtually assures our joining in a war against Iran. Israeli policymakers will be delighted to read these words.”

Both Washington and Tel Aviv are hoping for a repeat of Operation Orchard, Israel’s attack on a Syrian nuclear reactor in 2007 that prompted no significant retaliation from Assad’s regime. According to Israeli intelligence outfit Debka File, the United States has placed 50,000 troops to be ready for “any contingency” by March, with another 50,000 on the way, on two two strategic islands at the southern exit of the Strait of Hormuz. In addition, 15,000 troops are also on standby in Kuwait.

Tehran is set to conduct more naval exercises in the Strait later this month. Experts estimate that around 1,000 mines would be required to block the 55km wide passage and that Iran’s Revolutionary Guards have already stockpiled 2,000 mines for that very purpose.
